This being so, a certain amount of adverse criticism is only to be expected. I have, however, made it my constant effort to hold the scales of justice evenly, and I may at once say that I decline absolutely to regard Mr Rhodes either as a heaven sent statesman or the incarnation of all that is wicked. 'he is in my eyes an empire-builder of great originality, and a man who makes a most fascinating study.
