Uncommon. An important document in the context of the final years of National Party government in South Africa, detailing efforts at constitutional reform in harmony with the "Adapt or die" mandate of Prime Minister P W Botha. "The 1983 Constitution Act made allowance for the South African Parliament to consist of three legislative houses: the House of Assembly (178 seats) for whites; the House of Representatives (85 seats) for coloured people; and the House of Delegates (45 seats) for Asians. The objective of the constitution, according to the then Minister of Constitutional Affairs, Chris Heunis, was to 'accommodate the coloured people and Indians without detracting from the self-determination of the whites.'" - Saunders, et al: Illustrated History of South Africa, p. 473 .
