The act enabled Justices of the Peace in England and Wales to establish police forces in their counties. Contents present types of crime and the crime figures, the existing force, and arguments for a paid constabulary. CONDITION Professionally reboud with Red Moire bds, Black Leather blind tooled spine and tips with 5 raised bands, new eps, pp xi 416 no fold out plan though it appears not to have been included in original binding. London: John Murray, 1827. 3rd. Hard Cover . Very Good/No DJ issued. 3RD UK 1827 EDITION Third UK edition, corrected and revised. 12mo, 7" x 4.25", iv, 387pp[1]. Full blind stamped contemporary full black morocco leather, edges rubbed, flat-raised gilt bands to the spine, original leather label with gilt titles. Both front and rear marbled free endpapers have been removed overall a quite handsome copy, all hinges well intact, overall in VG- condition. Previous owner's name on front endpaper "John G. Graham, from his affect Mother July 11, 1848." Another previous owner's name on title page and dated 1828. "Almost wholly devoted to military aspects, this journal gives details of American and British failures and successes, sketches of the regions of the fighting, estimates of the soldiers, and suggestions for overcoming the Americans. Gleig is often quoted and highly praised for his journal, which is an indispensable item for the study of the fighting around Washington and New Orleans" - Clark. Gleig comment on the successes and failures of the war on page 358 ... "in absolute monarchies, where war is more properly the pastime of kings, than the desire of subjects, non-combatants ought to be dealt with as humanely as possible. Not so, however, in States governed by popular assemblies. By compelling the constituents to experience the real hardships and miseries of warfare, you will soon compel the representatives to a vote of peace; and surely that line of conduct is, upon the whole, most humane, which puts the speediest period to the cruelties of war. There are few men who would not rather endure a raging fever for three days, than a slow and lingering disease for three months. So it is with a democracy at war. Burn their houses, plunder their property, block up their harbors, and destroy their shipping in a few places; and before you have time to proceed to the rest, you will be stopped by entreaties for peace. Whereas, if you do no mischief that can be avoided, if you only fight their fleets and armies wherever you meet them, and suffer the inhabitants to live in undisturbed tranquility, they will continue these hostilities till they have worn out the means of one party, and greatly weakened those of both.
