SIGNED by author Martin Anderson to Ray Watt, a prolific builder who did much to define the look of modern Los Angeles, on front flyleaf. The policies of the current administration -- with its ever-widening "infrastructure" proposals, its handouts, its frantic searches for new recipients who demand still more handouts -- speak to the timelessness and timeliness of Anderson's Welfare. Mr. Anderson, later an economic advisor to President Reagan, earned the first PhD in industrial management ever granted by a college or university from the MIT Sloan School of Management. His first book, The Federal Bulldozer, critiqued Johnson's "urban renewal" policies; upon publication MIT Press sent copies to urban renewal agencies and developers across the nation, creating nationwide interest in Anderson's tome. Very likely, young real estate developer Ray watt was among them. Ray Watt, a pioneer and innovator in California real estate, was widely credited as the first in the West to popularize condominiums, strip shopping centers, time-share vacation homes and residential communities with shared amenities such as golf courses, tennis courts, swimming pools and lakes.
