But hit the line hard." Theo.. R. McKeldin". Theodore McKeldin was Mayor of Baltimore twice from 1943-47 and 1963-67, and was the 53rd Governor of Maryland in the United States from 1951 to 1959. He was the last Republican to be elected as Mayor of Baltimore, a staunch advocate for civil rights for African Americans and was awarded the Sidney Hollander Award. George Taliaferro was a 3 time All-American running back at Indiana University and the first African American to be drafted into the NFL, 2 years before Jackie Robinson broke the color barrier in professional baseball.
