This lecture presents a synthesis of Gen. Parker's ideas on command, battle-tested principles "applicable to the other departments of military effort whatever their activities may be." In short, this is a 10 page treatise on management built upon the "general premise" that "one can only command men when he can control the mind of those commanded, individually and collectively."
Frank Parker (1872 – 1947) was promoted to General in the United States Army during WWI; he became an instructor at the Command and Staff School, Fort Leavenworth, and the Army War College from 1923 to 1924; from 1925 to 1927 he commanded a brigade of the 1st Division. A graduate of West Point (1894), Parker's military career began with the Spanish-American War and, in one one way or another, extended through the Second World War.

Held annually each summer during the years 1921 to 1940, the CMTC camps differed from National Guard and Organized Reserve training in that the program allowed male citizens to obtain basic military training without an obligation to call-up for active duty. In its nearly two decades of operation, the CMTC trained some 400,000 men in at least one season from 1921 to 1940.
