Title page reads "Anno Regni Georgii III. . . . At the Parliament begun and holden at Westminster, the Nineteenth Day of May, Anno Dom. 1761., in the First Year of the Reign of our Sovereign Lord George the Third . . . And from thence continued by several Prorogations to the Fifteenth Day of November, 1763, being the Third Session of the Twelfth Parliament of Great Britain." Woodcut royal coat of arms above the imprint. Woodcut historiated initial at the beginning of the act. In order to increase the supply of hemp and flax for the production of sail cloth and cordage, needed by the Royal Navy and the merchant marine, this act granted a bounty to those who brought those materials from the American colonies to England. The author, James Ross (1743-1827), was a captain in the Continental Army during the American Revolution. He headed a grammar school in Carlisle, Pa., from 1780 to 1784, when he became the first faculty member of the newly founded Dickinson College. In 1792 he left Dickinson to established a school for classical learning in Chambersburg, Pa., where he wrote his popular Latin Grammar. He was professor of languages at Franklin College in Lancaster, Pa. from 18081 to 1809, when he moved to Philadelphia, where he continued to tutor students for the rest of his life. In Very Good Condition: lacking front free endpaper; closed 4-cm. tear from fore-edge of pp. 21-22; occasional soiling; light foxing; occasional marginal pencil mark; otherwise, clean and tight.

His first published poem was "On Shakespeare" (1630), anonymously included in the Second Folio edition of William Shakespeare's plays in 1632. An annotated copy of the First Folio has been suggested to contain marginal notes by Milton.[53] Milton collected his work in 1645 Poems during the excitement attending the possibility of establishing a new English government. The anonymous edition of Comus was published in 1637, and the publication of Lycidas in 1638 in Justa Edouardo King Naufrago was signed J. M. Otherwise. The 1645 collection was the only poetry of his to see print until Paradise Lost appeared in 1667.
