Malthus writes that it is not his "intention, on the present occasion, to express an opinion on the general question" but to state what appear to him "the advantages and disadvantages of each system, in the actual circumstances". Following publication he came down in favour of restrictions on imports, and in a second tract in the following year he supported these restrictions. Octavo. Uncut, in blue paper wrappers. Light peripheral nicking and faint stain to wrappers, contents with light foxing and with slight running closed tear at top gutter where opened a little crudely, else clean and fresh.
