During the American Civil War he was a strong proponent of the abolition of slavery. In 1865 it was Laboulaye who proposed the monument to freedom that was designed by his friend, Frédéric Auguste Bartholdi, and dedicated as the Statue of Liberty. After the Paris Commune of 1870, Laboulaye was chosen to represent the département of the Seine, and helped establish the Third Republic.
