A notably clean and bright copy aside from the few mentioned faults. No damp staining and no foxing. A rare work, with none at auction since 1965

The author (1754-1830) was a Spanish politician, jurist, economist, and bibliographer. He condemns lavish spending as a vice, but acknowledges its necessity to keep industry and the state thriving.
